The government is making a big step in helping working-class Americans move to better neighborhoods. The Department of Housing and Urban Development announced a proposal last month to recondition Section 8 housing to calculate subsidy costs based on zip codes. As a means of encouraging upward mobility HUD wants to pay up to 30% of the rent for any neighborhood, even wealthier ones. The reform could begin as soon as next year.
