There's been a new report from the Human Rights Watch and the ACLU, despite changes in laws surrounding the decriminalization of marijuana use in some states, law enforcement agencies has made more arrest for possession in the last year than for all violent crimes combined. What does that mean? One joint is still enough to land somebody behind bars in many states.
