As attorney general, Loretta Lynch has broadened her focus to go after entire police departments for unconstitutional practices. As her tenure comes to a close, Lynch continues to strongly defend the Justice Department's aggressive intervention within local law enforcement agencies during Obama's administration, including the decision to repeatedly seek court-enforceable improvement plans with troubled police agencies.
