Five years ago, the Philippines won a landmark legal victory over China over disputed territories in the South China Sea - including traditional Filipino fishing grounds like Scarborough Shoal. Despite the tribunal ruling, there has been a constant Chinese Coastguard presence there - with Filipino fishermen reporting harassment by the authorities.
