President Obama has declared a state of emergency in the state of North Carolina after Hurricane Matthew killed 12 people. At least four rivers in the state have risen to above to near record levels. On Tuesday rescue teams are back along the Lumber River in Lumberton. Lumberton has no power, water or sewer.
