The mass freedom of information exercise was carried out by the Liberal Democrat Party. It showed that local authorities used secret listening devices, cameras and private detectives to gather evidence on people over five years. Critics say spying on the public should be a last resort, not an everyday tool. They say the government had promised that the government’s Regulation of Investigatory Powers Act or Ripa would only be used when absolutely necessary to protect British people from extreme threats. The Home Office, however, insists that permissions were only granted for such covert surveillance after a rigorous authorization procedure and independent inspection.
